A licensed civil engineer with over 35 years of experience as a project manager for infrastructure megaprojects. Experienced as both an owner's representative and on the at-risk side of major project delivery. Served at the Director level for an LLC that was the design entity for the $1B UDOT I-15 Core Design Build Project, the $2B VaDOT US 95 Express Lanes P3, the $2B Eagle P3 Commuter Rail, and numerous pursuits including the Silver Line P3. For five years, served as Global Program Management Director for one of ENR's top 5 engineering and architectural firms, responsible for transportation infrastructure program management services representing nearly $250 million in fees in 2020. Served as a P3 Board Member for the American Road and Transportation Builders Association, was an instructor for the National Council of Public Private Partnerships P3 Boot Camps and was a member of the P3 Policy Committee for Arizona State University's Alliance for Construction Excellence (ACE).
All aspects of project and program delivery with components ranging from freeway, tollway, utility, and flood control to major freight and transit rail, and major bridges. Experience includes funding and finance, design, permitting, environmental clearance and compliance, right of way acquisition, utility coordination, construction management, quality programs, and project controls. An industry expert in alternative delivery, including design build, CMGC, and public-private partnerships (P3s).
